Mobile High School Safe & Peaceful School Policy
Preamble Mobile High School aspires to be a Safe and Caring School. That is not to say that we are without incidents. Mobile students face the same frustrations and often the same turmoil, in their daily lives, as students in other schools and other jurisdictions. Being a rural school does not insulate our students from all the demands, expectations and stress and the ever present social ills facing teenagers today. Schools are places of learning. Students, their families, school staff, and the community have the right to expect that schools aspire to be safe and free of disruption. If disruptive behaviour is to be prevented in the long term, schools must help all students to learn how to handle conflict and anger in non-violent ways, and prepare them for responsible citizenship Building a safe, respectful, caring and positive learning environment is the responsibility of teaches, parents and students. Creating a positive school climate involves developing a school community where all members share a set of essential values, participate in decision-making, and support a common purpose or aim. Positive school climates are enhanced when there is a clearly communicated set of expectations and consequences for student behaviour, which are consistently enforced and fairly applied. Our catalogue of offences and consequences are attached. Additionally, in order to promote a positive school climate Mobile High School has instituted a program of behavioural supports and interventions. Teaching behavioral expectations and rewarding students for following them is a much more positive approach than waiting for misbehavior to occur before responding. Mobile High School -Peer Assistance Program
P.A.L (Peer Assistance Leadership) is a Mobile High School Student Mentorship program introduced with the goal of providing assistance to our intermediate level students. Senior students selected for the PAL program will be expected to provide both personal and academic support to assigned students in grades seven, eight or nine. The primary goal of the Mobile PALs program is to pair our intermediate students with caring individuals who will cultivate supportive relationships that positively contribute to student achievement and success. Mobile High School Substance Abuse Prevention Program
Mobile High School has a clearly defined school policy which views drug or alcohol use on school property as a serious act which may have criminal implications. Our school has a responsibility to promote the health and well being of its students by ensuring student safety and developing and encouraging healthy lifestyles. ~In addition to yearly drug abuse prevention programs delivered to students we also provide extensive information for parents, students and teachers on our school website at http://mail.esdnl.ca/Schools/MobileCentralHigh/
Parenting Support Programs In addition to services offered by our Guidance Office the Mobile High School Website provides detailed information on a wide range of parenting issues including General Health-Emotions, Behaviour-Growth and Development Positive Parenting Mobile High School is also interested in assisting and helping parents of children with behavioural difficulties. Our school subscribes to the work of James Lehman MSW,
LCSW, and the Total Transformation Program. This is a specific parent’s program for managing challenging behaviours in children. The Total Transformation Program is a step by step program to help parents understand and manage disrespectful and abusive behaviour. It is a comprehensive program for change. Change in a child’s behaviour and change for the better in the life of a parent. Our school will provide this program to any parent who is interested, on a loan basis one lesson at a time. We will provide a copy of the workbook and will provide on loan the video and audio CD’s.
Harassment Policy
This policy is intended to protect students of Mobile High School and provide a fair and equitable process to deal with harassment issues. The aim of this policy is to prevent harassment within the school, the school ground, during bus transportation and in the community thus providing a safe and positive learning environment.
Under this policy, harassment is defined as conduct, exhibited once or repeatedly, that is offensive, insulting, malicious, intimidating and/or degrading to another person or group. Further, the person exhibiting the conduct should have known or ought reasonably to have known that the conduct would be offensive or unwelcome. Harassment can occur within the school or outside.

Teacher Mentor Program
One of the most successful programs in our school is the Mobile Teacher Mentor Program where teachers volunteer to work with at risk students. At risk students need the support of teachers more than any other students. The long-term goal of the Mobile High School Teacher Mentorship Program is to work with at risk students to instill self esteem, improve attendance, develop positive attitudes, and prevent dropout at an early age.
Most importantly, Teacher Mentors endeavor to foster resiliency in students which is that quality in children who, though they may be exposed to significant stress and adversity in their lives, do not succumb to the school failure, substance abuse, or juvenile delinquency problems which they are often at a greater risk of experiencing.
Anger Management Programming
Anger Management Programming is offered to identified students by both the Junior and Senior Special Needs teachers as part of Pathways programming. Anger management is offered as all Alternate course which may be credited at the senior level. Teachers are encouraged to speak to Special Needs teachers when they identify students who can benefit from this type of programming.
Behaviour Modification
Students who exhibit violence or anger management issues are usually referred to the Guidance Counselor for assessment and counseling. Those students who demonstrate severe behavioural issues are placed on a Behaviour Modification Plan designed to help the student to make more appropriate choices and respond to situations in a more positive fashion.
Itinerant Services (Educational Psychologist-Behaviour Specialist)
In addition to onsite school personnel, the District also provides schools with access to other professionals including Educational Psychologists and Behaviour Specialists. In more difficult the presence of professional trained itinerant support staff ensures that students have support personnel available to them to assist.
Mobile High School Guidance and Counselling Services The guidance counsellor is available to assist students with a variety of concerns that may be of a personal, social, educational or career related nature. A variety of services are available for students, parents and teachers through the counselling program at Mobile High School. These include: Individual Counselling, Career and Educational Counselling, Peer Tutoring, Peer Counselling, Group Counselling, Study Skills etc.
Peer Mediation Program Mobile High School offers a Peer Mediation Program. Peer Mediation is designed so that students are able to help each other resolve conflicts without the assistance of adults. School-based mediation is one of the most effective and popular approaches to conflict resolution used in schools.
Army Cadet Program
Ask any student and they will consistently state that the lack of activities in their communities contributes to hanging out and for some a quick introduction to alcohol and possibility drug use. As adults we must acknowledge and recognize student stress and frustration and take active and appropriate steps to address that in a preventative and proactive way. Each of us has a professional and moral responsibility to create and sustain a positive community environment for our children. As adults it is our responsibility to seek out high yield strategies that will help our children succeed by providing opportunities for leadership training that instills respect for self, respect for others, respect for environment and respect for learning.
One such program with a proven track record is the Royal Canadian Army Cadet Movement. Army Cadets form a national organization whose purpose is to develop in youth the attributes of leadership, engaged and active citizenship and physical fitness. Cadets are teenagers who take part in activities at a Cadet Corps within their local community. Mobile High School has now formed an Army Cadet Corps in our school. Through the many cadet activities we hope to help our students become more self-confident, to develop their leadership skills, to improve their physical fitness and communication skills, and to teach them self-discipline through challenging training.
Cooperative Discipline
Mobile High School subscribes to the Cooperative Discipline Model in helping students manage their own behaviours. Cooperative Discipline is a timely, realistic approach to discipline and classroom management. It’s a system that not only affirms students, but insists they share responsibility for their behavior, helping them develop the sense of self-worth that leads to achievement. This model promotes a proactive schoolwide approach to positive discipline this is based upon the assumption that desirable behaviour should be taught by teachers and reinforced with their students.
Student Workplace Program
Mobile High School has developed, in partnership with the Pennecon Group of Companies, a successful Student Workplace Program. This student workplace program is an important part of our intervention program for at risk students. Students enrolled in the program undertake a course in Welding at Northland Construction one day of each week.

Preamble Unacceptable behaviors, whether listed or not, will not be tolerated. In addition to the consequences of misbehavior listed below, Mobile High School will use all available school and community resources and interventions to diagnose and deal effectively with students who have persistent or severe behavior problems. Students whose offenses may also constitute a violation of criminal law will be reported to law enforcement officials.

General Classroom Disruptive Behaviours Students are required to obey all class and school rules and to respect the authority of teachers and other school personnel.. Failure to do so constitutes a disciplinary offense. Classroom disruptive behaviours will be dealt with by the classroom teacher. Continuous classroom disruptive behaviours will result in parents being called into the school.

Classwork/Seatwork/Homework/Assignments Not Completed Mobile High School recognizes that there is a very high correlation between academic achievement and the amount of time, energy and effort a student spends working in class and on work assigned by the classroom teacher. Students are expected to have all books and writing materials necessary and to complete all assigned work. When students willfully avoid completing assigned tasks or consistently come to class without necessary books or materials consequences shall apply.

All students are required to abide by the ‘Hands Off-Feet Off’ rule inside and outside of the school building. When students are seen to be pushing, shoving, wrestling or jostling other students they are in violation of school rules and consequences will apply

Abuse of Washroom Privileges/Extended Leave From Classroom
Our washrooms are meant to serve the needs of our students. These areas are to be used for their intended purpose and not as places for social gatherings. All teachers are asked to maintain a register of students wishing to leave class to go to the washrooms. Abuse of washroom privileges or extended leave from classroom is not permitted and will result in consequences including a meeting with parents.

Profanity/Inadvertent Swearing Profane and vulgar expressions (oral, written, or nonverbal e.g., gestures), including those communicated or displayed on clothing, are forbidden on school property. While teachers will issue a warning for inadvertent acts there will be further cosquences for those who will not desist.

Disrespecting Other Students No Student should be subject to harassment and/or bullying. This protection applies during the school day and at any school-sponsored function or extracurricular activity. Any students who believes he/she has been the victim of harassment and/or bullying should promptly report the incident(s) to his/her teacher. Any student found to be bullying or harassing other students by word or deed will be dealt with in a serious manner.

Misuse of School Technology Resources Students are encouraged to use technology to explore educational topics, conduct research, and communicate with others. Access to computers, however, also makes available material that may not be appropriate for a student’s age or course of study. The school will take reasonable steps to restrict access to inappropriate materials, but because it cannot guarantee such restrictions, students using computers must also bear responsibility for not accessing inappropriate materials. Students must abide by the

Tardiness A student who arrives late to school or to class is tardy. Students must be in school and in class on time whenever school is in session. Teachers will notify parents when a pattern of tardiness becomes apparent. Should the situation not be corrected a meeting with parents will be called.

Severely Disruptive Behaviours that are serious enough to significantly disrupt the learning climate of the school or endanger the well being of others are to be referred to administration immediately.

Causing A Disturbance/Disorderly Conduct
A student(s) who creates or attempts to create a disturbance in the classroom, the corridors or the school in general, by using threatening or abusive language and speaking or acting in such a way as to impair the maintenance of order and discipline in the school or on school property will be suspended immediately |

Fighting Any hostile physical contact between individuals is forbidden on school property. All parties to the altercation will be suspended pending investigation. Should the fighting be of a serious nature police will be contacted to investigate the possibility of charges being laid. In such cases, students will be suspended from school pending the results of a police and/or school investigation.

Alcohol, illegal drugs, controlled substances The following are prohibited:
a. Possession, sale, or distribution of alcoholic beverages, illegal drugs and narcotics, toxic substances, and drug paraphernalia
b. Unauthorized possession, use, or distribution of a controlled substance or medication (prescription and over the counter)
c. Coming onto school property at any time after use of any alcoholic beverage, illegal drug, controlled substance, or intoxicating inhalant as evidenced by scent, actions, or admission.

Vandalizing/Damaging school property Vandalizing, damaging, or destroying of school property, including books, materials, furniture, buildings, computer hardware or software, the computer network, grounds, cars and buses, is forbidden. When damage results from a student(s) roughhousing or pushing or shoving the cost of replacement or repair will be billed to parents. Where damage is willful and intentional police will also be notified and the student suspended.

Sexual harassment Comments, threats, conversations, coercion, actions, jokes, teasing, or intimidation when they are of a sexual nature and are unwelcome by those exposed to them, whether they are staff members, visitors, or other students, are forbidden. Any student (or the parent/legal guardian of a student) who believes he or she has been subjected to such behavior should immediately contact the school principal, guidance counselor, or a teacher to report the behavior. Unauthorized Absence From School For Temporary Periods Or For The Duration Of The Day Students are expected to be in school whenever school is in session. When classes are in session students are not allowed to leave classrooms, the school building, or school grounds without school permission. Students exhibiting a pattern of leaving school and attempting to return at mid class or during later classes without permission may be suspended from school. Students who leave school are expected to have the permission of parents and are required to notify their homeroom teacher or school administration. When a pattern of skipping school or leaving school for the duration of the day becomes evident a parent meeting will be called immediately. Parents will be required to assure school attendance or provide the school with a note releasing the school from any liability should an accident occur while the student is out of school. Should the student not be of legal age than child protection officials will be notified regarding absenteeism.
